I would like to know if I can withhold rent if there is a large feral cat problem on the property. There is another tenant that is feeding the cats. The cats pee, poop, and spray (mark their territory) everywhere. There are piles of poop in the grassy area of the property. Feral cat feces can be a risk to human health.
